The European GDPR imposes rules on all companies worldwide that want to do business with customers in Europe. These rules therefore also apply to your company established abroad if it works for customers in Europe.
And if you look at California, you see data protection regulations that are significantly stricter than in the rest of the US. As a result, many US companies have established their own rules for California in addition to the nationwide privacy regulations.
